Shanghai Opens Teacher Certification Interviews: What Foreign Founders Running Schools in China Should Know
Shanghai has published its registration rules for the second-half 2026 national primary and secondary school teacher certification interview. For foreign founders operating education businesses in China, the notice is a useful window into how local licensing, residency and online registration requirements actually work.
A Local Notice With Wider Relevance
Shanghai's education examination authority has released the registration announcement for the second-half 2026 national primary and secondary school teacher certification interview. On its face, this is a domestic personnel matter: it tells Chinese candidates how to sign up for the practical stage of the teacher qualification exam. For foreign founders building or running education businesses in China, however, the notice is worth reading closely. It shows how Shanghai's registration systems verify identity, residency, student status and academic credentials, and it illustrates the kind of procedural detail that shapes hiring and compliance in the local education market.
The interview itself tests basic professional qualities, including career awareness, psychological resilience, personal presentation and quality of thinking, alongside core teaching skills such as instructional design, lesson delivery and evaluation. Candidates may only sit the interview after passing every written subject of the teacher qualification examination.
Who Is Barred From Registering
The notice sets out clear exclusions. Anyone whose teacher qualification has been revoked may not register for five years. Individuals deprived of political rights, or who have received a fixed-term prison sentence or heavier punishment for an intentional crime, are not eligible to register.
Residency and Student Status Requirements
Eligibility turns heavily on household registration and residency. Holding a valid Shanghai residence permit means either a talent-introduction residence permit issued before 30 June 2013 and still valid, with a permit number beginning with CW9, or a Shanghai residence permit issued from 1 July 2013 onward that remains valid. Temporary residence permits, and applications still being processed, do not qualify.
Students at Shanghai's full-time ordinary higher education institutions may register from their third year onward, including third-year students, fourth-year students in full-time top-up degree programmes, students in the final year of integrated secondary-higher vocational programmes, and full-time postgraduate students. The same categories apply to Shanghai-registered students studying at full-time institutions outside the city.
The notice also notes that, under a 2022 Ministry of Education reform notice on exempting qualified teacher-training students from the exam, eligible education postgraduate students and teacher-training students may take their school's own teaching ability assessment or voluntarily sit the national exam. Candidates should ask their own institution whether they qualify for the exemption.
Academic Thresholds by Teaching Level
Applicants must meet the academic requirements set by the Teachers Law and the Ministry of Education's 2011 guidance on the teacher certification pilot reform. For the secondary vocational school internship instructor qualification, candidates need at least a secondary vocational school diploma, plus a professional title at assistant engineer level or above, or an intermediate worker skill grade or higher.
The Three-Stage Registration Process
Registration runs through three stages: online application, review of the submitted information, and online payment. Eligible candidates apply through the national teacher certification website between 10:00 on 6 November and 10:00 on 8 November 2026. The system closes at the deadline and late applications are not accepted.
Applicants must complete all information truthfully and are responsible for its accuracy. Once the review is passed, no changes can be made, and errors are borne by the candidate. Photographs must be recent colour ID photos, taken within six months, front-facing, bareheaded and against a plain white background, with no hats, headscarves, headbands or sunglasses. Files must be JPG or JPEG and no larger than 200K, showing the head and upper shoulders, with no furniture, door frames, scenery or trees in the background. The same photo is used for the admission ticket and the certificate, so it must be chosen carefully; candidates whose photo fails review cannot confirm their registration.
Technical questions about the online application go to the Ministry of Education's examination authority by email at [email protected] or by phone on 010-82345677. Human support is available from 8:30 to 16:30, with automated support around the clock.
Automated and Manual Review
From 9:00 on 7 November to 16:00 on 8 November, submitted information is checked automatically against household registration, residence permit, student status and academic records held by the city's big data centre. From 9:00 on 9 November, candidates can log in to see the result: "awaiting payment" means the review has passed, while "review failed" means the information did not match the database.
A candidate who believes they qualify despite a failed automated check, such as Hong Kong, Macao or Taiwan applicants or those who recently obtained a Shanghai residence permit, must resubmit the application on the national website and then, while it is pending, submit supporting documents through the dedicated review materials system at https://ops.hycj.jrycn.cn/f/shntcems. The deadline for documents is 22:00 on 9 November. Manual review runs from 10:00 to 16:00 on 9 and 10 November; candidates may resubmit materials up to three times if manual review fails.
Fees, Tickets and Interview Subjects
Candidates who pass review must pay online by 24:00 on 11 November. Payment completes registration; fees are non-refundable once paid, though duplicate payments are automatically refunded by the system. Unpaid applications lapse. The interview fee is 215 yuan per person per sitting, under a 2025 Shanghai price and finance notice effective from the second half of 2025.
From 30 November to 6 December 2026, registered candidates download and print their admission tickets, which show the interview venue, time and related details. Interview dates, time slots and test centres are assigned randomly by the ministry's examination management system and cannot be adjusted, so candidates should plan ahead.
Interview subjects vary by level. Primary school covers 10 subjects including Chinese, mathematics, English, science, physical education, music, art, mental health education and information technology. Junior secondary covers 18 subjects, senior secondary 17, and secondary vocational academic subjects follow the senior secondary list. Vocational practical subjects follow the 2021 vocational education subject catalogue. The interview uses structured questions and scenario simulation, with lesson preparation, trial teaching and defence components; candidates draw questions at random and answer two set questions within five minutes.
Practical Takeaways for Foreign Founders
- Plan hiring around the exam calendar. Teachers must clear the written exam before the interview, and registration windows are short and strictly enforced.
- Check residency documentation early. Permit type and validity determine eligibility, and pending applications are not accepted.
- Expect data matching. Shanghai cross-checks applicant details against city databases, so inconsistencies trigger manual review and delay.
- Budget for fees and timing. The 215 yuan fee is modest, but missed deadlines or failed photo checks can derail a recruitment plan.
